We are seeing a switch in US foreign policy to a first strike policy. Key to this policy is making
the first use of nuclear weapons acceptable. Thus the invention of new terms like "Bunker Buster". These "Bunker Busters" are in fact
not efficient at destroying bunkers at all. They are more like tactical battlefield nuclear weapons or possibly even weapons targeted at civillian populations.
