According to the report, the Grand Jury also refuted official accounts of the attacks contained in public statements by administration officials regarding this event, and found multiple branches of the federal government responsible for preventing the attack failed to act appropriately.

The Grand Jury, originally convened October 26, 2004, also refutes statements concerning the incident made by George Bush, Richard Cheney, George Tenet, Richard Myers, Ralph Eberhart, Donald Rumsfeld, Condolezza Rice, Robert Mueller, Tony Blair, Rudolph Guiliani, among others, the report said.

Drawing on Common Law for its authority, the Citizens Grand Jury also found cause to indictand criminally prosecute individuals who “knowingly participated in the crimes of 9/11.” These individuals include government, the military, or private institutions, as well as those “whose political agendas were furthered after gross negligence or compliance” in the attacks It furthermore finds that these same individuals “demonstrated complicity after-the-fact by participating in the cover-up of the truth of 9/11,” according to the draft report.

Although this Grand Jury was not convened by local of federal prosecutors – as usually the case in developing grounds for criminal prosecution – its existence is supported by common law which, in most cases, is equivalent to “official” proceedings.

The report refutes numerous official claims, including the identity of the hijackers, the failure of NORAD air defense to appropriately respond in the usual manner, and that the WorldTradeCenter towers were demolished as a result of being struck by airliners. It also questions the nature of the attack on the Pentagon.

Also, according to the draft report of the proceedings, the Grand Jury has called for further evidence including several forms of official reconnaissance videotapes and satellite imagery made on the day of the attack as well as those produced by private businesses near the scene of the attacks. Also requested by the Grand Jury were an Executive Order created on May 8, 2001 by President Bush, along with all other relevant files of some 46 federal agencies, including the Federal Emergency Management Agency, the CIA, NORAD, and the Department of Defense.
